No whitelist and no application. If the city has a free slot, you are in. Every new arrival gets placed with a gang in their first session, because the city works better when you belong somewhere.
What the city runs on
Life in the city
The city runs on its own economy. Flats, cars, phones, businesses, and the paperwork that comes with each. Money is hard to earn and easy to lose, which is what makes it worth something.
Gangs run the postcode
Every new arrival gets the same conversation: which gang, and which side of the city. Placement comes first. Progression is weekly and earned.
Legitimate work
Police, ambulance, mechanics, bin rounds, and the jobcentre that hires for all of it. Every job has real tools and a real wage. Some residents never touch the other side of the city, and that is a respectable way to live here.
Community and events
Nightly events, seasonal drops, and staff who play in the same city you do. Between sessions the city talks on Discord.
